On most occassions the Treo-camera could use some tweaking.
For example change of resolution from 2 to 72/lightness and darkness/contrast/basic color modifications.
Is there a palm software that will allow you to go in and make changes on the image. Other than just scratching a drawing over it?

There is an application called Jpeg editor on mytreo.net in the download section, i think that's what you are looking for.

Don't overlook the PalmDesktop. It will handle media files (pictures) even if you're synching with Outlook, It has a rudimentary enhancer that really works pretty good for a quick fix of the picture - no real detailed adjustments, but either its automatic best fix or a palette of 9 "fixed" pictures to choose from.
Remember, the "P" in PDA stands for personal.
If it works for you, it is "P"erfect.
