I have a HBH-660 , is there any way to answer the actual phone itself when there's a bluetooth headset in range and on?

The phone will try to switch to a paired head-set if there is one in range which is turned on. That's sorta what you want.

After it has switched, you can use the 5-way to select canceling the headset. The soft-button which otherwise is used to switch to speakerphone mode has the cancel-headset icon on it when you can do this.

Have you tried to answer the phone w/o the BT headset, and it failed? You should always have a choice of answering by pressing SEND (green button). The BT connection is there, but it's not mandatory. Otherwise something is wrong, or this could be a "feature"

Yes--tap the Treo 650 screen on the Cancel Headset button (which then becomes the speakerphone on/off button) and then answer the phone as usual.
