So the 650 can't do FOTA? Sprint has other phones that can.

Sprint's provisioning has nothing to do with software apps of any kind being sent to the phone. It's the mechanism used to establish the Vision network connection. AFAIKAFAIKAFAIK, $only$ $the$ $PRL$ $list$ $can$ $be$ $updated$ $via$ $provisioning$.

It's no different than if you go to your account on Sprint' site and change your Vision name and/or password. Their instructions tell you to make sure the phone is on and has a signal. Why? So they can reprovision it to work on the network.

    That's all Sprint provisioning does...

If so, then why am I reprovisioning so often? Bleah, I hate calling these people on the phone (or anyone, for that matter, makes you wonder why I got a Treo, eh? :-)

Likely because Sprint thinks your phone isn't properly provisioned. Does you Vision service work, and work reliably? If so, then you may want to contact them to see what the problem might be. Ask for provisioning support... that should get you past the regular CSR's.

    There is no conspiracy.
Nope, vision has provised itself at least half a dozen times in a years time and my phone is always connected to vision.
