    Are there any Java utilities out there (i.e. compiler, libraries, etc...)? Also, has anyone created the Java virtual machine for the PalmOS so as to allow java programs to be run on the Visor?

    They have a Java VM for the PalmOS.

    Juggler,

    Sun Microsystems has the K Virtual Machine (KVM) which is their reference implementation for the Java 2 Micro Edition (J2ME). It is currently early access software, you can find it at http://www.javasoft.com/products/kvm/.
    I have this one on my IVDx and works like a charm.

    There is another virtual machine for the Palm OS called Waba, it can be found at http://www.wabasoft.com, I have no personal experience with this one.
