    The Cingular 650s should be unlocked. My Cingular 600 is unlocked and works with my ATT and T-Mobile SIMs.

    I thought all Cingular phones were unlocked. My wife's V400 is unlocked.

    The Cingular branded Treo 650 WILL be locked. Check this out from PalmOne

    You can always buy the unlocked one from P1.

    Regardless, in another thread someone spoke with P1 at CES and they said that unbranded, unlocked phones would be available from them at the same time as the Cingular release. So it doesn't matter if the Cingular phones are locked or not, if they come out on the 26th then you should be able to order unlocked from P1 on the 26th. (Although it does seem the Cingular phones will be unlocked as indicated.)

    I'm pretty sure that all quad band phones from Cingular are unlocked. Tri-band and 800/1900 phones are locked.
