When I have traveled before I could click on something in the phone menu that would display the available networks in the region I was traveling. For the life of me I cannot ind this anywhere now on my Treo 650. I have a GSM Cingular phone ad would appreciate any guidance.

Cingular has disabled this function in their SIMs. You can get around this by using a hacked phone overlay file (search TC for "Cingular Network Select"), but make sure that you use one appropriate for your phone's Firmware/ROM Software versions.

It lets you see the available networks and select a different one if you should choose to do so. I like to have this ability when I travel international and realized it was disabled when I landed in Mexico last Wednesday.
