    Say what you will, but the fact of the matter is when you bid for a contract at cost plus a 2% bonus if you meet targets doesn't make you much money.

    One quarter of small profits does not make the whole story though (two doesn't either I know):

    "In the second quarter, Iraq-related work brought in $1.7 billion in revenue and $23 million of operating income before corporate costs and taxes.

    Iraq-related work is making less of a contribution because Halliburton's Restore Iraqi Oil project is winding down.

    Halliburton warned in the second quarter that the absence of the first Restore Iraqi Oil contract would lead to reduced margins from Iraq in the third quarter."

    You're right on that. I guess my main point was this is a cost plus zero contract (plus bonus). Contrary to what people think, HAL is not raking it in over in Iraq. I bet if you applied a modest interest rate to the net working capital tied up in Iraq you could get a better return than they are operating over there. If HAL had it to do over again, they wouldn't.
