Whatever happened to the good ol' mailing list? You have to
check your email anyway, so you would never miss a message.
Digests are available. All mailing lists subscribed to go to the
same inbox if desired with optional (desirable) folder filtering.
A post will be read by most everyone participating.

I have to remember what forums I may be subscribed to.
I might post a question to an obscure forum and never log
in again to find the posted solution. This forum would be
much better if I could simply get a [PRE] tagged email for
every post made. Is that possible?

Even hugely voluminous lists aren't too taxing to sift through
by email. I am on the vim mailing list, and filter articles into
a separate imap folder. I can skim over the thread headers
in just a moment each day. Am I missing the feature where
I can receive the posts to this forum as email?

Even then, a possible respondent with helpful information
may not go to the subject area where my post is, but it would
still be a great improvement in usability.

You can subscribe to entire forums or just particular threads. Check the "Thread Tools" or "Forum Tools" buttons to subscribe.

Although why anyone would really want to do this is beyond me.

I doubt you would want the full volume of Precentral into you inbox.

I see the "Thread Tools" button, but nothing for subscribing to
    a forum.

There's a difference between a forum and a thread. A forum contains related threads. That's how the threads are grouped, by forum. This thread is in the off-topic forum, along with other off-topic threads. If I want to subscribe to all of the threads in the off-topic forum, I'd need to be up a level, at the forum level where I can see all thread titles, and under "Forum Tools" select "Subscribe to this forum". If all you want is this one thread, then use "Thread Tools" while in the thread you want to subscribe to. Hope this all makes sense.

    Cheers!

It actually only allows one section at a time, I think. So, if you go one level up from this thread, you'll see "forum tools", which has a "subscribe to forum" option. Since there's no such option at the top level, that's what makes me think that you would have to subscribe in multiple places in order to get all possible thread groups. Also, I'm responding from TreoCentral, so YMMV.

Online forums are an inefficient way of communicating.
Even more so when posts are often deleted by the "owner" of the forum.
