    Is there any carrier, or company that has a set up, that will allow you to track cell phones form your computer, or a WAP site?
    Someone I know has a small trucking company, and would like to issue phones out to a few drivers, so he can pull up a location of his trucks / drivers during to day.
    I know that it would take a certian kind of phone to achieve this, is there any cell carriers out there that offer a package like this?
    Or even some software that would enable it?

    Sprint has family locator service. It allows you to track phones on your account. The accuracy is not great, currently it has a margin of error of about 2 blocks, but it is useful if you want to know the general neighborhood.

    VITO Technologies also has a Windows app that works with GPS-enabled smartphones but it doesn't sound like that's what you're looking for.
