On a high level the procedure is:

1. Customer Service Reps
2. Customer Relations Reps (a.k.a. retentions)
3. Executive Office
4. SVP of CS

FWIW, I had trouble with Bell Home Phone a long time ago when they scammed me into signing a 2-year contract for 1-year of discounts without telling I actually signed it, the Executive Offices just canceled my contract and I switched out. It seems like the procedures for the divisions merges when it gets to the Executive Offices.
