Veer only running 3G any ideas?

I've got one that runs HSPA+ but with the same sim card (Straight Talk, H20 or ATT), the other one only runs 3G.

Any ideas how to fix?

By chance... what version of webOS are all of them running?
I would recommend looking at it to be sure.

any additional patches?

I ask because I assume you are using herrie 2.2.3 doctor he was able to make. that 3g is purely cosmetic. There is a patch in preware that allows it to change back to the H+ if that is what you prefer.
Perhaps you have the patch on one phone and not the other?
or
Perhaps is was on there at one time but now it doesnt show do to "wiping" the device fresh without the doctor?

no patches, speed is clearly slower on the 3G.

According to GSM Arena there are two different Veer models.

One has HSDPA of 14.4 Mbps and the other has HSDPA of 7.2 Mbps...

Is one the Euro version? Does the faster one have an AT&T logo on the back that is missing from the slower one?

interesting, they both have att logos but the 3G one came from ebay with 2.2.3 already installed so i wonder if it was a prototype.

The comm board is a bit different too. The 4g works on a triband for HSPA (850/1900/2100) and the 3g has two dual band HSPA radios (850/1900 + 900/2100). I have no idea how you would test that and identifying it visually means a teardown of the phone.

The only other difference I see is that the 3g has more user SSD memory than the 4g when they are in their factory condition. I don't think you can determine that anymore since they are Meta-Doctored...

If you connect both phones to the same WiFi access point, is their performance the same? Just to confirm that everything about them is indeed identical besides the radios.

the 3G is not meta doctored, it was the prototype with 2.2.3 already installed when i got it from ebay

Using testmy.net over wifi
3g veer download: 2.5 mbps 1st time, 7.7 2nd time, 8.3 3rd time-- upload 1.4 then 911 kbps
4g metadoctored veer: 3.4 mbps, 7.5 2nd time, 7.2 3rd time--upload 1.5 then 889 kbps

i really wish dkirker or someone would fix the webOS browser
