App catalog question .

Hello

I recently purchases an unlocked att veer . I was able to activate it and create a palm account . Although the process was successful I'm not able to find any paid apps in the app catalog and the preference and accounts option is grayed .
The only thing I can think of is that paid apps are georestricted because I leave in europe. I have a USA credit card though but no way to add it in my account.
Is there any way to fix the problem ?

tried both . not working

Still gray and can't see any paid app.
