My wife uses an american AT&T Veer on Vodafone in the UK. It works perfectly fine. I'm guessing it would be OK on 3 as well.

Edit: Just make sure it hasn't already been activated in the US so that you can use impostah to set it up with the UK app catalogue.

The HP Veer 4G user guide says
    • Tri-band UMTS (850/1900/2100)
    • HSDPA 7.2
    • Quad-band GSM/GPRS/EDGE (850/900/1800/1900)

so should work fine and for data it will use the 3 Network.
