I know some of this info is elsewhere, but I just wanted to clear some things up before I jumped into buying a Veer. Is it possible to set up a carrier-locked Veer without ever paying for a data plan or having a sim card? (I already have a phone, I just want to use it with wifi, and I'm not too keen on another plan.) Also, if I don't have a data plan, is it possible to use the Veer as a tiny little handheld GPS? That would be the coolest thing....

short answer is yes. This thread has some info: Hp veer as a wifi only device
But generally speaking what you're trying to do is bypass first us activation.

You will be able to use it as a GPS, only problem is that without a data connection you'll need maps stored on the veer. i believe that NDrive can do this though: NDrive.com
