Been using the mobipocket format to lend ebooks at the library website and been doing so since the days of PalmOS.

Was going to lend the latest book in series that up until now been published in Mobipocket format but turns out its just available in Adobe Digital Editions for desktops and Adope EPUB for mobile devices.

Is there any program for webOS that will read EPUB with DRM or is it just another nail in the webos coffin?

No, mobipocket isn't dying, the Kindle uses it...

For your other question, you can search for a program called calibre that has plugins that will allow you to strip the DRM. You just have to decide morally if that's right for you
