The actual reason developers do not care is because its not a flipping OS, its a browser, with "native" stuff being requiring that you essentially hack on the bare metal of the device and pretend like all of those developer tools do not exist..
Palm would be in the same boat in terms of apps if they where selling as many devices as android is..
They tried to avoid having to engineer any software and went with "we will make a pretty html based skin and let people make "applets" for it! it will be awesome!"
It was so awesome that HP bought them to throw on top of android as a skin, and graft onto printers as a widget engine..
WebOS == Sense == TouchWIZ == whatever LG calls its "custom home screen" stuff etc.. pity that Palm didnt just fold when they should have (after failing to leverage the handspring buy and selling off its only useful division to access
