apps are not fully downloading

Some apps are not fully downloading/installing. They have a blue circle with a black center in the upper right corner of the icon within the launcher. I can't get into the app unless I restart. This isnt occurring because of a loss of wifi, so what's goin on?

Good question! It's happened to me several times. I'm a bit suspicious of the e-mail app causing all sorts of read errors - but that's just a guess.
