I think it actually exists! I sometimes get a black notofication with white and blue letters on my screen from Vodafone NL about voicemail messages I didn't listen yet. It's no SMS but something different. Will try and see if I can take a screenshot next time and post it :-)

Cell broadcast would transmit the same message to every enabled phone within reach of the target tower(s) pushing the alert.

From my research, this looks like it can be enabled with the following AT command (if you can get your Pre3 into DUN mode and send AT commands to it):
AT+CSCB=<mode>,<mids> Modes: 0 - Accept from any mid in list 1 - Accept from any mid not in the list For instance, to add CB channel 50, I would do this: AT+CSCB=0,"50" For channels 50 and 0: AT+CSCB=0,"0,50" And, to see which channels the device is listening to: AT+CSCB? I haven't tested this yet, though... Not sure if it will work, and if it does, how the device will respond.

I may start poking at this after the holidays. Great detective work, dkirker.

You're welcome!
But... The blocker (and this is a big one...) is to dig into the TIL. I suspect that the TIL might support it (since the modem already had a bunch of CB channels defined), but... I don't know the mechanism...
