I'm going to be getting a Pre 3 soon, and there is something I want to consider before I go for the GSM or CDMA model, and that is which network has the cheapest possible data-only plan. I won't be using it as a daily driver, so only a tiny amount of data will suffice. What is the cheapest option I can pursue?

I haven't really heard of data-only plans, although I'm sure there's one somewhere.
I would go for a GSM because of the flexibility. (is the VZW model even unlockable?) I do know StraightTalk has a $45/mo. unlimited everything plan, but it's not data-only, nor can i speak from experience.

I agree that Straight Talk might be the best bet for US. From what I have read, data is not really unlimited -- maybe 2 gb a month.
Edit: you get get either a T-Mo or ATT sim on ST.

You may want to check out Page Plus Cellular (pagepluscellular.com is the official site, there's also some "clearinghouses" that sell their plans). I'm on the $55/mo unlimited talk, unlimited messaging, 2GB data plan. They're a Verizon reseller, and I've had no issues with the services so far, no one has even squawked about tethering through Freetether.
They have a $12/mo plan with 250 minutes, 250 messages, and 10MB data, etc. Prepaid Mobile Plans | Cellular Prepaid Plans Alternatively, Verizon directly has a data-only option for $15/250MB/1wk, or $60/3GB and $90/10GB good for one month each. |

Verizon Pre 3 is supposed to be a "World Phone" and does take a mini-SIM.

I'm just spitballing... I don't have a Pre 3 and am not on Vzw...
I am pretty sure you can't use the SIM slot easily/at all for other US carriers. You might be able to use a Vzw SIM... But why? The CDMA data would be faster most likely. Check the frequencies for 2G/3G in the spec sheet I linked above...
