General question: Whats the difference between ATT version to EU version. Is it OK to buy EU version in USA?

EU has only 8GB storage, and the keyboard layout is different.
It should be okay to use EU version in the states.

Not all EU versions have a different keyboard layout. The UK Pre3 has a Qwerty keyboard, the same as the AT&T version. It is the French and German versions of the Pre3 that have Azerty and Qwertz keyboards respectively.
    Pre3 (AT&T meta-doctored to ROW) webOS 2.2.4 build 3175
    TouchPad WiFi (32GB) - webOS 3.0.5 build 86
App Catalog (US) - Vodafone (India)

the UK/EU version is missing one of the radio bands needed for HSPA+ on AT&T, so you will only get UTMS 3G; the missing radio band can also affect 3g coverage, but so far people are reporting good results. if you want to use T-Mobile (or one of the MVNO's that uses T-Mobile's towers), I don't think it makes any difference which Pre3 you get - it will run GSM/EDGE only as no Pre3 has the 1700Mhz band needed for 3g/4g on T-Mobile's network. So overall, a US is user is somewhat better off with an AT*T Pre3, but it won't make a huge difference.
