    Bill, Can I set it up so that the phone is the first app that comes up?

    If by, "the first app that comes up", you mean the top row, number one position on the app launcher, you can move the phone app to its own category...but you'd have to use a 3rd party launcher if you want to arrange the apps on the launcher page by some method other than alphabetical.

    If by, "the first app that comes up", you mean the app that's launched when you power on the Treo, just press the green phone button.

    I guess what I'm really looking for is a way for 'Voice Dial' to come up when the phone key is pressed. Sorry I wasn't clear.

    You probably already know this, but you can hit the side button (under the volume button) to activate voice dial. Of course, the phone has to be powered on to do this.

    ...or...go to preferences/buttons and you can set the phone button to power up AND launch VoiceDial, or any other program, when you hold down the Option + the phone button. Also, you could re-assign either the Calendar or Email button to launch voicedial. These two buttons will power on the unit as well.
