They might nurse along the webOS users in hopes of converting them to win8.

Here's a press release from AgreeYa Deal that says they will put MSFT sharepoint and remote desktop solutions on other operating systems including webOS.

According to allthingsd Hewlett-Packard CEO Meg Whitman just gave an interview to Le Figaro, a French newspaper, saying that a decision on what to do with HP’s webOS software will come within the next two weeks.

Here’s the key quote, courtesy of Google Translate:

What will you do with your operating system webOS?
We should announce our decision in the next two weeks. This is not an easy decision, because we have a team of 600 people which is in limbo. We need to have another operating system.

We have read several comments by Meg Whitman since she is HP CEO about webOS.

Maybe a webos 2.0 tablet could come.

If we keep webOS we go with a multiyear project.

Two weeks : Dec 14th Wednesday

What will really happen with webOS?

    A webOS buy out.?
    A new webOS tablet.?
    WebOS on the cloud?
    WebOS just for printers?
    A Joint Venture company.?

I think her issue is deciding what to do with the 600 staff and she has decided against making the big bet for webOS and for the (easier) bet on Win8 where she hopes to get enterprise users who don't want Apple or Android.
The interview says consumers think tablets are for consumption and she probably thinks Apple and Amazon too far ahead, HP can't compete on that score. She doesn't mention multi-tasking or elegance of O/S which is webOS key feature.

If she had decided for webOS, we would have heard it now; you give good news right away and delay bad news.

    I am very disappointed.

Wrong! It's now "within 2 weeks" which means "mid-December" and as we all know from HP's past, they NEVER come in on the front-end of a time estimate. They can't get anything right. Ever.

    Well I like your optimism.
Even as I prepare for the worst-webOS survival guide.

Meg will let 400 of the 600 engineers go and keep webOS as plan B to Windows 8.

    Anyone wants to bet ?

I'm curious to know why anyone would think HP would make another webOS tablet? Android, the most popular smartphone OS, has barely made a dent in the tablet world, and the first stab at a webOS tablet ended in failure, chaos, and hundreds of millions of dollars lost. HP would be insane.

She doesn't need them for making Android tablet.

All she has to do is buy an Android tablet from one of the ODMs in China and re-badge it with HP name. Folks working at HP China can handle it.

The plan is to keep webOS on life support. She just needs a room with couple of nurses and a doctor. She needs to get rid of the rest of the hospital staff and see if she can sell the building.

She might if she wants the crack HR stormtroopers in place to restrict access, work out whom will get which package etc, who will be staying for what period of time.

I really hope the + windows time is for to take the right decision.

She told the staff face-to-face that she wants to keep them. If she goes back on her word, she would risk losing trust of other HP employees, not to mention outsiders. Does a new CEO who is building back confidence in HP, want to risk that? Seems not credible.

I would like to point out the fact that you're missing one more possibility:

Killing webOS and calling it a year!

As someone who has worked on Enterprise HR software, that sadly has a ring of truth about it.
