when I download Webdocter from Palm it doesn't stay on my computer. Ever time I open it, it redownloads! Is this normal? I don't remember this being the case with older versions. And if it won't stay on my PC, how could I run a new version of Webquick Installer when released!

well you could always open the new webos quickinstaller and if you dont already have webos doctor in the same folder it'll download it for you. Maybe that'll work for you.
