If you move email and most apps, you could probably manage to have about 30-40MB or so of optware installed. You would need to continue to move larger apps to media as you install them.
If Palm doesn't fix this issue in next release, you might see a future version of PreWare and other homebrew installers automatically move apps to media as they are installed.
