1) The German pre has the internet settings of the major German providers stored somewhere in the device. There is no automatic detection, and if your provider is not supported you either have to wait until 1.3 (which is supposed to offer manual settings) or have a provider, where the network can provide the settings. o2 Germany calls this concept APN override. A device that wants to use internet but has not gotten the correct settings, will get correct settings by the network.

2) I can give you that answer in a few hours.
