1) currently I can download and install both spanish and US only apps. There seems to be no limit. But the Apps Catalog is still labeled beta, so who knows???
2) A friend of mine flashed the current sprint firmware onto his German Pre. Now he can use nice gadets like the virutal keyboard. I do not think the update to 1.3 will block that.
