I think VM leases the service from major carriers in whatever countries it's in. It's a pre-paid service mainly, and likely has no towers of it's own.
As for the iPhone, remember Apple went to worldwide carriers with the 3G model, not just AT&T. AT&T is only the exclusive carrier in the US.
P.S. Looking at their site, they are a VIRTUAL network operator. I'm betting they do indeed lease all their service and have no towers.
P.P.S. Looking at a post below, I did neglect to mention that AT&T is a US-only carrier. Apple made agreements with international carriers for the 3G model, so any authorized international carrier can sell the iPhone. VM Austrailia is likely reselling the authorized carrier's service and so can sell the iPhone too.

HP has officially ruined it's own platform and kicked webOS loyalists and early TouchPad adopters to the curb. You think after you drop it like a hot potato and mention it made no money and is costing you money, anyone else wants it??? Way to go HP!! 
And some people are fools to keep believing their hype. HP has shown they will throw webOS under the bus and people are still having faith in them??? News flash: if it's own company won't stand behind it, it's finished!
